I haven't heard the term "certify the mill for operation" only "Mill permit".
I don't think there are "certifications" necessary for mill operations, other than standard OSHA, safety, and such. If there are, then I can't see it being a problem as the mill hasn't been closed for all that long.
JMHO & assumptions.
