400 - 900 - 600 all at a higher ask?

That is how the day ended, It looks like the stock did well for the day, but in reality it was this last three miniscule trades at the ask, higher ask, and even higher ask that made it look so good.

Is this legal for MM's and or SEVU to use such tatics to create the appearance of escalating stock price? Im not saying they did, but can they legally do this? How is it done?

I have heard that the level 2 stuff shows this more clearly? I only have limited access to some real time stuff, not that sophisticated but clearly shows this end of day game being played today.

Is this a walk up? It has happened three times today, as far as I can see, Can an employee at SEVU buy like 100 shares from his desktop, and his partner in the next cube sell him the 100, then the buyer put in an sell with ask at a higher price? the partner buys at the higher price, and so on ?

Can this be done? How do the MM's do it? I am sure there is SEC laws that prevent this stuff?

Opinions & Comments please. Again this is just some questions I have about trading stocks, I do not want to imply that anyone at SEVU is or has done this, I am just posing the question.
