The DMV example was what I was using also. How many times have u or have seen someone did not have 1 certain piece of info insurance, assessment.... And watch each person turned away come back and have to wait in line to get tags. Until you have registration in hand...No Public Record! Similar? I don't know, maybe, could be, possibly, who knows?
