Just a question... If John doe fills out and submits paperwork to a certain governing body and the governing body is working with John Doe to cross all the "T" and dot all the "I"'s, and until the governing body is satisfied, then at that point, the filings would be official record. How could a search find a filing, if it is sitting on someone's desk being reviewed. Please enlighten a RM Newbie.
