You do realize that you have confused a number of facilities and agreements. The 2007 one to which you refer was an agreement, plan if you will, that would have allowed the company to progress quickly and without delays had the government made good on the bill passed through congress appropriating $3 million toward Dengue antiviral development.

The most recent PR to which you are now referring is the actual purchase or lease of a building and property. Such projects must include everything from the contract itself to town, county, and state permits. We all know the pace at which governments work, especially local governments, and permit hearings can take several months just to get on an agenda. It does take at least a month for a city hall or town council to review permit applications for manufacturing. It can take longer for special requests such as a wet lab and viral testing.

So, please spare us your oversimplified Nike approach of "just do it."
