Not exactly. People can buy (and sell - except the restricted shares) PTEL anytime. And not only after 28th november.

Basically, Its similar to a PTEL IPO happening on Monday November 28, 2011. If great things happen to MMX between now and then , lots of people will want to buy PTEL at that time.

If things stay the same, or get worse, there may be a sell-off IMO.

Maybe. But if PTEL pps is same or worse than now (compared to ENTID), why should anybody sell? These are free shares.
I see more the risk of a sell-off, if PPS is much higher after the restriction period, because some shareholders want to get some money back for all their troubles.
Of course it depends how MMX memberships and others will increase in this (short) time.
