BID/ASK QUESTION

I have been watching the bid/ask recently. the stock is at about .199 and looks like it wants to push to .20 the ask size at .199 is 43000 and the bid at .198 is 5000. This is a sign that Market Maker wants to keep this stock below .20 . Selling pressure indication right?
