I think this is positive news for Helix. To bad it didn't come last year before all the dilution. Regardless, as they stated in their recent 10Q, Helix doesn't have the staffing or funds to accept orders.

The Company currently has insufficient capital and personnel to fulfill orders for its products...



So unless the government decides to fully fund the production of these turbines, then this PR is only worth the paper it is written on. jmho
