So basically they are selling as much stock as they can to take care of these things and put money in their pockets to boot on the backs of shareholders.

That's where the Reverse Split comes in to play.
The OS has to be at least 10 billion at this point.
Just do some simple math from when this pump started.

Sell as many as they can now. RS and Start fresh.
