Well I hate admitting defeat to a person like you, but the pps dropping this low is not ideal, if it would have held in the .0006/7 range and they dropped another good PR it would have risen above 12, I've seen it happen many times, but this far of a drop completely resets everything. New investors/flippers will come in, but I highly doubt until there is substantial momo, this will sit in limbo for ahwile.
