Our government did do that, it's called the "PRE 9/11 MONTGOMERY GI BILL" which promised troops money to go to school, but when they returned from their tours of duty overseas and in combat, under President Clinton's authority, there wasn't even enough money to go to Money Magazine's "Best Buy For Your Buck College" in the 1990's.

They even called us "warm bodies".
