Yea I agree. And as for the one time permit, I don't think it'll prove to be a huge deal. From what I've heard it's extremely difficult to do business in Mexico so maybe they require new permits for every single load. Its just a little extra paperwork each time so it's not a big deal in that respect. I can see how Mexico would like to have the flexibility to withdraw permitting if a company turned sketchy on them, so this is a good way to do it, by not allowing permits that extend operations out for months/years. It could also be one of those deals where the company has to build up trust and then they get more flexible permitting....JMO.
