Here's an interesting little document to support the company's last PR.
The permit is issued to PanAm. Evidently, as of today no one else can export iron from Guadalupe but PanAm. Furthermore, the mining mineral rights to Guadalupe are registered under PanAm with the Mexico City head mining office, otherwise PanAm could not have been approved for the export of Guadalupe iron ore. All this can be verified by contacting the office.
