Do you understand? The Albanian Government isn't paying Rudana $5.5 billion (US) to construct hydro projects.
Also from the link you posted,
"We decided to invest in Albania,' Hany Salem, a vice-president of Rudana group said. 'The investment will be made mostly in the energy area and in the exploitation and processing of crude petrol.'
Rudana Investment Group is a European-Persian consortium, based in Switzerland."
