From that article the last line says, "At the moment, I wouldn't risk my money on this uncertain stock unless I were a total risk lover"

Now that being said, will they raise the funds or will their gov. be a buyer(supporter)of them as in the other bank? Maybe that is why folks are just waiting and or took small risk position,maybe?

Still watching and reading as this has good possible potential for many but I hope I don't wait to long for a position.

I also think that many countries are waiting to see what the USA will do in my opinion.
