You make some very good points...the only thing I'd suggest is that the government link might turn out to be better than you think because preventing catastrophic illness is much cheaper than dealing with same. The total cost of a bioterror attack would include hospitalizations, stock market panics,
loss of work days, possibly even unemployment or death benefits, etc. Just a thought, nice analysis anyway. Once the peer reviewed article comes out we'll probably get a peek at the spectrum of our plans.
