oldberkeley -- not against the law, at least not anywhere that I'm aware of -- though all the other laws of course apply, such as don't speed or drive recklessly, or fail to obey police/troopers that might be blocking access to (going any further down) a road/highway, etc. -- and though there are some local gendarmes who are notorious for taking a sour attitude toward outsiders traipsing around/getting in the way during episodes of severe weather -- one thing that mitigates the other way is that local businesses out in the middle of nowhere welcome the boost from all the daft outsiders who couldn't find their own butts with both hands and a searchlight wandering around needing gas and Big Gulps and Cheetos
