Any guess how much copy-cats or counterfeits, with good copies of labels and nearly nil FDA oversight from a few places such as China, South America, etc., would affect the generic or branded market?

This would be a near non-existent issue.

Everybody knows when they purchase a fake DVD, Rolex or whatever. The packaging does not change this. Since both parties to the transaction know the story, nobody cares.

Since one can purchase a legal non-branded generic, there is no reason to purchase a pseudo counterfeit.

As to the fact that intellectual property rights are semi ignored, this is a different issue. In those cases the customer (and often the government) do not care. But here it is the customers who want the real stuff.

[I am certain somebody can bring up stats that dispute this, but I am making a distinction between pseudo-counterfeits and counterfeits].
