You are reading the rules incorrectly. There is no "E" on the OTCQX, and you don't even know if they filed the 10K on Friday or not. It might not show up until Monday electronically.

Actually, all is not in order if they are late with their filings past the extension. If I'm reading the rules correctly, they are eligible for the "E" tag next week.
