Can anyone be held liable for their misguided intention?

I passed my Series 7 2-89, and my 24(General Securities Principal)in 7-97. From 2-89 through 6-97, my cohorts & I made
literal FORTUNES off of PR's of LOI's. Had to curtail the practice in 7-97, when I became a Principal (Branch Sales Manager).

If search engines were around back then, I would have started every day with a search of that days pr/newswire stories of penny stocks
who had just signed the infamous "LETTER OF INTENT"!

We joked that the true meaning was that two companies had a phone call, and AGREED that sometime in the future, they might TALK about getting involved in some sort of JOINT VENTURE...MAYBE!
