I believe that the original $15 Mill may not have been sufficient to close the deal with China, thus the extension of the MOU(both events happened at about the same time). The increase to $30 Mill was most likely to insure that the chinese deal will have a higher probability to close. After all, the chinese are also investing large sums of money for this venture.
