Why did you express a 33.37% increase in the float that is not true?

Wouldn't a "CEO selling into the news" start the dilution AFTER the run, and not in the, "last 2 weeks"?

Did the 6,748,226 ($202,446.78) share increase to the float in the "last 2 weeks" overcome ECOS' announcement of a multimillion dollar contract?
or
Did panic sellers below .03 (%10.45 of total volume, $17,528 dollar volume[9% of dollar volume]) crash the stock momentarily?
