NP, but if he doesn't file an amendment real soon, this could also be reported to the SEC because he's knowingly altering information which he knows is not true.

I agree that 200M is much better than 15B. BBDA's history has also shown how fast that number could be increased. It only costs $50 and a few business days to change the cap.
