Wow, how did I know you were going to say something along those lines. Let me rephrase my question:

'Do you think somebody that was planning on committing securities fraud would do it for 10% on a few million shares of CBIS?'

This type of criminal is not your average 'gum thief'. They already have a lot of money and a lot of resources, and attempting a high risk crime. It is safe to say they would make sure their returns were worth it...squeezing out an extra 10% on a known winner is hardly worth it.
