You call it dilution, I call it investing. Remember the main objective is to increase the earnings per share. The best way to do this is to issue shares and increase the company's earnings. If the proportion of earnings grows in proportion to the outstanding shares, that improves the EPS. Again this is the most important objective for any CEO. Maximize EPS. Try and
find anyone who will dispute this. You know it's possible you may find someone that will dispute this but these are people that feed on ignorance not reality.
