Stock price is valued based on earnings, not revenues. You are quoting x-earnings used on big boards. In the penny world you will never find a stock at 15x earnings, much less 25x. If you did, the float would be under 20 mil. If they have positive earnings, they are trading maybe 3-4x EPS in most cases. I know of many pennies with positive EPS, and they rarely go over 4X. As for revs and earnings here, you are valuating based on hype, and 10-20 million, lol??? The 3 million in the PR can easily be wiped out by costs, so your penny valuation in way off, and the market agrees.
