CEXI is listed on the BB..a reporting company. As such, it has value for another set of crooks to buy it out and then put it to use to sell some fantasy product or another.

More valuable than a pink sheet shell.

The value of reorganization under chapter 13 is that the pesky shareholders would be wiped out, their shares declared worthless by the court.
