We might have our answer in the same press release which mentions up to a 50M share buy back.

Market conditions and a lack of adequate capital have made our attempts to globalize Safe*T*Foil® very difficult. In the coming years, we anticipate a continued struggle due to a weak economy and several key fuel related patents expiring.

What this tells me is that when this pr came out on 11/12/10 the company was in no position financially to do a stock buy back. They are admitting to a "lack of adequate capital" at the same time talking about this major stock buy back. Unfortunately, this has all the makings of a company p&d.

The new TA numbers would be telling.
