I've used the "All Or Nothing" option for sales and I'm pretty sure you can use that for buys as well. So, if the bid at $0.106 was an "AON" bid, wouldn't a sell order for a smaller block go to the next lowest bidder?

Whatever the reason, it looks like a MM picked up the block of 20,000 shares at $0.09 and immediately put them out there at $0.125/share. Previously, there were only 6,500 shares at $0.125, which when they sold moved the ask up to $0.14/share.
