I think Black would have actually purchased some shares from the shareholders if he had received reasonable asking prices. I believe the PR stated he was getting requests of up to 600% of current market price... If people were mature and realistic they might have asked for 15-50% return and it could be a different story today.

That didn't happen, so Black decided the best course of action would be to put the money toward PPE. Makes sense to me.
