Of course he's issuing stock. Issuing at a par of .0001 is enabling practically ANYONE to invest. High volumes of what some consider "low buys" will always add up. Some people only have an extra hundred dollars or so to invest, and penny stocks are an opportunity for them to begin a portfolio.

And another solid day on volume, eclipsing 25,000,000. I beg to differ, and say that PMDP is on the uprise. JMO.
