basic premise is that naked shorting is close to impossible to prove in otc market unless a full stock audit is done

the mechanism through which fails to deliver are generated is obscure and limited information is released by regulative agencies to market participants, and info when released is already outdated

naked shorting can go on without being detected as there are certain loopholes in the failure to deliver scanning method
