Yes because "others" ride on the coattails of the criminal activity and get a share of the take (and I'm not saying the riders were doing anything criminal or even aware there was criminal activity occurring).
If the criminal activity never occurred there would not have been this great transfer of wealth. Even the government made out by getting the additional tax revenue from the capital gains.
