This posting is very confusing and difficult to understand:

"He has formed a group to urge developers to drill below aquifers for undrinkable brackish water. “We can frack with brackish water quite readily now. We have the chemicals to do it.”

Who has the "chemicals to do it?" Ecosphere doesn't use chemicals.

I'm dense ... please explain
