Even if they drilled quickly, they still had the eqpt to make heads or tails of what they encountered. I don't see where the assumption can be made that all they acquired from Phase I was garbled data. I can see where they may have needed more than 6 months to analyze what they did find, but I think after a year they would have been able to come up with a plan for future drilling.

IMO the current delay is more to do about the arrangements in the JDZ (either eliminating minority partners, adjusting the percentage paid to JDA, consortium building, etc) than about analyzing the data further to come up with a plan.
