The loses are so high because it takes metric $hat load has to be spent to build one of these plants. Once they are built the maintenance is minimal which is when you start raking in the money. I don't mean to sound like a jerk but this is elementary economics here.

The plants arnt bringing in as much as they can because they are starting small and slowly building them up. If I'm not mistaked the one launched in January started at 8mw but has the ability for 20mw. If something doesn't go as planed its much easier to fix 8mw than 20mw.
