Well it does happen.. but most the time it's because it is a bs offer. It's like going to a dealership and they low ball you on your car.. but if you knew your transmission was going out and they didn't catch it you would be more willing to accept their crappy offer. People aren't dumb, you aren't going to get an order filled at .076 unless the stock isn't even worth that.
