If this were the only thing holding tL approval back, FDA would not have sent separate deficiency letter on tL in Jan.

Timing doesn't fit this theory:
Teva announced it has received the Minor Deficiency letter on January 25th, 2011.
Teva has disclosed it received the warning letter regarding its Jerusalem manufacturing facility on January 31st.
