The bank of Scottland owns the majority of the shares in the three ETF holders giving the Bank of Scottland the voting power with what is called indirect ownership.

Notice it says in the filing " shared voting power" next to each disclosure.

Then read item 4a at the bottom;

(a) Amount beneficially owned: AAB is the record owner of 2,885,714 shares of the Issuer (the “Record Shares”) as of December 31, 2008. As AAH holds 100% of the shares of AAB, AAH may be deemed to own, beneficially, the Record Shares. As RFS holds 100% of the shares of AAH, RFS may be deemed to own, beneficially the Record Shares. As RBSG owns 38.28% of the shares of RFS, RBSG may be deemed to own, beneficially, the Record Shares.

It is then signed;

This would constitute a take over by a non-chinese company which would not be exceptable by the chinese. An over site when they sold additional shares than where originally planned and the company no longer held the controlling majority.

I try to read everything from documentation, so not everything I post is of my opinion.
