I was knocking it around in my head about the brief delay with the sampling packs to be distributed. But if you look at it correctly, the sampling should take place exactly at the stores are stocked. Preceeding the stocking would leave the sample recipients without the opportunity to purchase them at their locations. It's all in the timing.
