You are seeing the calls being sold naked because there is not any borrow available. The negative on the position is outrageously high so the options provide a method to participate on the short side.No one is worried about covering and you certaily wouldn't use options as a method for that.

In summary, you are completely wrong. The call activity is just more shorting. Thats why there is virtually no time premium.
