Hotrod: Is this only in OTC markets? I get partial fills for my sell orders all the time. And none the less, the orders that went through at $0.0015 were small 75000 and 35000 trades, I should've been able to pick those up?

And it just doesn't make sense why I wasn't the one who got those while someone who put in there order after was able to? (It must be after because I got the first 5000 of my 700k order right?)
