Even though we know the shares that Gendarme sold were NOT stolen but obtained legally at a discount, let us for the sake of argument accept the silly assumption that they were in fact 'stolen'.
If, as you suggest, all those in possession of such merchandise are innocent but will have to give up their stolen merchandise, how do they possibly benefit?
When the stolen car is returned to the rightful owner the 'innocent' party in possession of the vehicle is not compensated in any way.
What point are you trying to make? That everyone in possession of these shares is out of luck and Newton is going to get them all back?
