Timberline attributes their decision to withdraw from the CM project to financial concerns, with no mention of any public opposition. I am aware that there were environmental objections to the CM project at that time, but there is no information to suggest that was the primary reason for their decision.
Clearly, SUGO's success in their endeavor is by no means guaranteed (no mining project ever is), but having spent almost a year on CM, and having received outside funding to support it, I suspect they have some confidence in their chances of success.
