It's the same as applies to the big solar panels used to generate power for houses/companies by respective generate quite alot of electricity with clear sky and sun shining right onto the panels. If there's a big deck of clouds, the panels will still be generating a teeny weeny bit of power, but will certainly not be worth the investment at that time ...
So forget about charging your phone fully by the light of your office, with a window wide open and sun shining onto your phone, you might have some more luck!
