It is Manfred Bogaert and George Roth I believe discussing Smoker's Option in Belgium. I am guessing it is those two because I have seen both of them in the video on SFIO's website. They are sitting in a restaurant using the product and I believe the restaurant does not allow smoking. It shows the actual product and the carton it comes in. I have no clue what they are talking about and will wait for Brassalloy to translate it. I assume they are talking about the product and how you can go through the motions and "smoke" it in public. It is on a news program which is great because it is giving them exposure.
