You have to ask the right questions. I was told basically that divvi's were paid to valid shares and not air shares. The hopes were that people who did not receive the divvy would start the ball rolling on getting air/fake shares resolved. I tried to explain that if they had went through normal divvy channels, they may have then gotten the results they were looking for. The T/A told me that was a decision made by the BOD, not them, prolly to avoid taxes in Russia. The BOD realizes the cost of fixing the air share problem is too high, so maybe this year they will take the normal route and get the results they are looking for.
