I used to manage a large affiliate network in the 90's. Basically we got the work and had many affiliate agencies do the work. We had terms and conditions but we where the lead company. The point is affiliate IMO means partners who all have a part in the end result taking care of a common client. We provide some of the things needed, the affiliate provide resources etc. We all got a piece of the revenues. Its not rocket science. You have affiliates so all make money. If not then you won't be an affiliate.
