New finra rule 4320 effective 02/28/2011!!!

Does anyone know much about this?

From what I have read it's supposed to make it harder for MM's to manipulate, shorters have less days to cover (I think). I have not read all of it but it supposedly will affect OTC Stocks. Sounds like this will help with all the bulls*** that happens down here.
