I don't think Timberline actually got a drilling permit, this old email I received says it was just an enviro study:

Thank you for the email.

You are correct about Timberline, About two years ago Timberline had
proposed to conduct an exploration effort in the Conglomerate Mesa area
of
the Inyos. Their plan was to drill in the same general area of previous
exploration. About a year ago, an environmental assessment report was
completed and released for public review. The BLM received approximately
8000 comments, nearly all the comments were against the effort due to
concerns over potential impacts to wilderness values should the project
go
to mining. After the public review period, Timberline informed us they
were putting this project on hold.

About the same time, wilderness interest groups such as the Wilderness
Society, Sierra Club, and others, have been promoting the inclusion of
Conglomerate Mesa in wilderness legislation. You can probably find more
information on this effort from their websites. To the best of my
knowledge, these interests groups are still promoting this area for
wilderness designation.

Base on field trips and a few records I have seen in our office,
Conglomerate Mesa has not been mined, there is very little evidence of
prospecting. I do not believe there are any roads in the area, only a
few
foot trails. Surface disturbance that occurred from previous exploration
in the late 90's has been reclaimed.
